In the territories of Gross, Left and Khovon (Khovsgol), are numerous travel routes that are heavily frequented by people and automobiles alike. Unfortunately, poor weather has resulted in erosion and heavy flooding leaving deep trenches and crevasses along these important travel mountain roads. This has also resulted in dangerous mud slides and hazardous road conditions in the region. Although numerous requests were made to repair this road, limited budgets prevented these much needed repair and maintenance projects to be carried out.

Determined to act, D.Davaadorj soum CRH chairman, Ts.Gansuch soum governor, elected officials from the soum constituent representatives S.Ishdorj and Kh. Enkhbaatar, and 102 citizens (from the 5th bagh) took the initiative to repair the road themselves. Dividing the 600 meter road into three sections, the community collaborated together by using their own machines (12 vehicles), materials and equipment. Furthermore, 1,000 MNT was collected to provide food for each person assisting in the repair work, and additional money was donated by bagh citizens and representatives, who were unable to assist, in order to cover transportation and fuel costs.

Though the repairing of this road is a great success, an additional 5-6 million MNT is needed from the state or local budget, for the maintenance and upkeep of the community-led initiative.

Nevertheless, this successful project illustrates the importance of community participation and innovative problem solving initiatives when faced with local challenges. Through effective planning, and teamwork, the successful project initiated by citizens and leaders in the 5th bagh, Chandmani-ondor soum, Khovsgol aimag, is a great example of citizen and khural collaboration to address local needs.
